This is very similar to one of my previous creations, the handheld high-voltage generator. The only real difference is the type of transformer used. This version has a rechargeable battery and is encased in the shell of an actual electric lighter that I took apart to see how to make one myself. You don’t need to know how to make this; just buy an electric lighter on Amazon or something for two bucks, and if you really need a compact lighter, just take one apart and rearrange the circuits to make it take up less space.
